Important Arrangement As to Kassala.
A very important debate occurred in the Italian Chamber on 26th March. As reported in Engtbh papers, Baron Blanc, who wa§ Foreign Minister in the Crispi Cabinet, declared that he had mad* an " alliance " with Great Britain, aa " alliance without protocols," which made Italy safe in the Mediterranean. The Duke of Sarnioneta, now Foreign Minister to the Rudini Government, denied that Baron Blanc had made this alliance, which, however, existed and sprang from the sentiments and interests of the two Powers. If the English conquered Soudan, Italy would hand over Kas.^ala to them. The Marqujg di ftudini, taking up the discussion, declared that he had strengthened the alliance with Great Britain, that it had become almost " an affection-
ate one," and that the " relations were not susceptible of improvement, bebiuse they are as excellent as they Could possibly be."
