The Frenoh Government is negotiating for a commercial treaty with Japan. The German Government is en^ forcing the law against Socialists, and 47 members of political societies have been put on their trial. Details have been i^eived in Constantinople ot a massacre which has occurred at Orfab, Kliurdistau, and they disclose that a fearful holocaust has taken place. The victims were executed locally undor superior orders, and of 8000 massacred, 8000 were burnt in the cathedral. The Duke of Orleans has stated his willingness to submit hie claims
to the French crown to a plebisotte. He favours a policy of adventure.
Several of his leading followers have expressed dissent from such a policy, considering that it savourg too much of Boulangism.
