Spam is arranging to despatch 40,000 men to Cuba aa reinforcements. Four ironclads are also ready to aail for Havannah. The Ministry has decided to ask the Cortes to sanction a grant of 23,000,000 pesetas towards increasing the strength of the navy. News haa been received that the Rev. Mr Napp, an American missionary, has been expelled from DiarbeUr, in Kurdistan, Asia Minor, despite the protests of the varions -Embassies. Consequently American cruisers are assembling in the Gulf of Iskanderoon.
