The Transvaal.
. ■» The Times, in an artiole on the Transvaal question, holds that it is unwise of the Uitlanders to press for concessions in the franchise at the present moment, and wicked folly to threaten war. Mr Chamberlain has sent a despatch to President Kruger, friendly in tone, but firm. He insists on a redress for the grievances of the Uitlanders, and maintains the right and duty of Britain to interfere. He re- . quests a reply to the invitation to visit England, and states he cannot allow Mr Kruger to go on indefinitely withholding an answer.
