Feeling in Spain against the United States still runs high. In Valencia the mob stoned the American Consulate. In Madrid the students broke out in riot and burned the American flag, in consequence of which the University has been closed. The Minister for the Colonies, iv the course of a speech in the Cortes, made an eloquent appeal for the neutrality of America in the Cuban dispute. Owing to the disorder among the members, the President was compelled to adjourn the Chamber. It i 3 now reported in Washington that President Cleveland has refused to recognise the Cuban insurgents. The French Budget Committee has rejected any income tax scheme based on aggregate receipts as vexatious and iniquitous, and ask that a new scheme on the lines of more equitable assessment bo submitted. Fearing the attempts of Turkishassassins upon his life Murad Bey has left Cairo. Russia has fixed her Pacific Squadron at seven first class cruisers, including tho Rurik, two of • tho second class, and five gunboat?, and has increased their armaments. The Spanish Governmant is endeavouring to purchase four cruisers from Great Britain.
