The German Emperor.
* The Emperor William, addressing the generals and statesmen on the 26th anniversary of the constitution of the Empire, thanked Providence for the work that had been achieved, and said he was determined to perfect the scheme of defence and promote the welfare of the people. He appealed to his hearers for their united support, which would continue a strong pillar for maintaining peace. The Emperor, in alluding to the colonies, emphasised the importance of binding a greater Germau Empire to the Fatherland. At the close of his address the Kaiser waved the standard, and swore to defend the Empire against all foes. In connection with the celebration, the Emperor has granted an extensive amnesty to prisoners, and will found an order for men and women who have taken a prominent part in social movements. The Emperor also sent an autograph letter to Prince Bismarck, expressing gratitude for his long and valuable services for tho country.
