M. Ourtare Lagean haß published an important book on the morbid Btates of mind and body induced by over study in schools and colleges. Prom this it appears that in a number of French, German, Russian and British schools from 20 to 50 per cent of the pupils suffer from headaches and other mana <ie Icte. In France the money spent on education in a year has risen from 2,200,000fr. in 1867 to 18 millions in 1887. Tho consequences are, that the country is overstocked with parsons qualified to teach or adapted for the learned professions' M. Lognean concludes that, while special and superior olatitudes for culture Bhould be cultivated, there is a danger in giving mediocrities, who form the majority, a high and elaborate education, often at the expense of their health, and without being profitable to them and to others, or even securing their livelihood. To work in making declasse' s is, he remarks, to work for the misfortune of individuals and disorganization of society.
