It is reported that the Czar, in reply to the Sultan's appeal, does not insist on having a seoond gunboat in the Bosphorus.
The Palace clique has assured the Sultan that the Powers intend his deposition with the crews of the gunboats, hence his refusal to allow them to send additional warships. The iJmperor of Germany, at the opening of the Reichstag, said, respecting the recent deplorable events in the Turkish Empire, that the unanimity of the decision by the Powers to enforce respect for treaties, and support the Porte in restoring order, justified hope 3 of ultimate success.
President Cleveland, in his Message to Congress, hopes the Powers will not delay to take prompt and effective action in Turkey.
Regarding Venezuela, President Cleveland said he would inform England that the United titates would firmly oppose any European Power increasing its territory in America. He had protested against the enlargement of British Guiana. Arbitration on the entire question was, he said, the only way to obtain a settlement of the difficulty.
