Russia and China.
« A Japanese paper received in Sydney by mail, com men ling on the Russian intrigue in China, says that I ever since last autumn transports have been coming from the Black Sea laden With troops. None of ih;'se ever go back ; and allowing a steamer each fortnight, and a thousand soldiers each ship, a formidable army is being thrown into Eastern i Siberia. j This massing of troops and warships says the paper, iiha£|R flap?, significance. These ships and men are not to be directed against Japan unless Japan invites them. Kassia'a aim is less to intimidate Japan than to prepare for an extended occupancy of the territory which is necessary for the completion of her railway. The paper adds, however, that J ipan has opened the oyster, and that Bussia will not be content with the shell.- Press Association.
