The Powers are harassing the Porte for reparation for the outrages in Jeddah in May last. The Japanese Government has voted the sum of 200,000,000 yen for the immediate construction of four ironclad*, ten coast defenders, and 80 torpedo cruisers and 58 boats. The German mission station at Bwatow has been looted. A plot which has been discovered in Macedonia, having for its object the destruction of the Sultan of Turkey's Palace at Constantinople, has lt-d to remarkable precautions for safpty being observed. Grave disputes are taking place bptween the Ministers of Marine, War, and the Colonies over the responsibility for the disasters in Madagascar to the French troops, owing to the spread of disease. News from Madagascar states that General Duchesne, commander of the Frpnch troops, surprised and routed 6000 Hovas on the 15th at T^aimondri, 180 kilometres from Antananarivo. The Kinej of the Belgians has paid a visit to President Faure, and it i? believed they are negotiating for the; transfer of the Congo Free State to France.
