♦ *■ In seeking to find what liabilities the Government intended shirking under the guise of putting the local Government finance on an assured footing we have hit upon a very curious blunder on the part of the draughtsman of the above Bill. In part XII, the district fund, section 117 says the district fund shall consist of the following moneys, that is to say : — and then follow a number of subsections. Subsection 4 stating " All thirds and fourths payable to local authorities under section one hundred and twentysix of " The Land Act 1892." By reference to the Eleventh Schedule " Acts and Enactments Repealed " we find the following " 1892 No. 37 —The Land Act 1892. Sections 126 to 185, both inclusive " ! The local bodies, it is evident will not have any proportion of the revenue under "The Land Act 1892" if the clauses relating thereto are repealed under the Local Government -Bill as the Bill proposes and thus an important part of their revenue will be lost. This is a sufficient reason to justify no hasty passing of a

measure in which such contrary statements are made, and points to the probability of others of like nature coming to light upon a closer scrutiny.
