The Irish members of Parliament and the Radical newspapers are indignant at the appointment of Viscount Wolseley aa Coramanderin Chief. On the motion of the Government, the House of Commons by a majority of 182 has decided that Daly, dynamiter, who was returned for Llmeriok city, is incapable of sitting for that constituency in the House of Commons. Mr J. W. Lowther, member for the Penrith Division of Cumberland,j has been elected Chairman of Com* raittees of the House of Commons, in succession to Mr J. W. Mellor, Q.C.. Mr Lowther was one of the Temporary Chairmen in last Parliament. Mr G. W. Curzon, Under-Secre-tary to the Foreign Office, states that Prance has accepted the hypothesis of the buffer State on the Mekong. The French expeditions on the Niger, he added, had returned, and the French Government fully recognised the rights of Britain in that district.
