The Hpeaker took the obftjr y ai 2.80 p.m. I The following Bills wera introduce*! and read a first time :— Native Land Laws Amendment Act 1895 ; iho Statutes Consolidation and Printing Bill and the Mortgages Bill ; an Aot to Regulate the Manufacture tad Sale of Margarine; the Chattels Transfer Act Amendment Bill ; the Domestic Servants' Half-holiday Bill ; a Bill to amend the Harbours Act, 1878 ; the Local Government Bill. The amendments made in the Dunedin Drainage and Sewerage Bill by the Legislative Council were not agreed to, and managers appointed to confer with the Legislative Council on the subject. The amendments made in the Property Law Consolidation Aot Amendment Bill by the Legislative Council were agreed to. The Biver Boards Aot Amendment Bill was passed through committee without amendment, and then passed through its final stages. Mr Joyce moved the second reading of the Inebriates' Institutions Bill, which provides for the establishment of institutions and retreats for inebriates. Drunkards, he contended, should be treated as persons suffering from a disease whieh tod effort Bhould be spared to cure. Tbd object of this Bill was to provide places for. the treatment : ofj > the diseaso. Mr Joyce went oh to 'point out that institutions of the kind mentioned had been established in America and some of the Australian 5 colonies. After discussion the second reading was agreed to. The second reading of the DivoTMJfeBill making various extensions in the law of divorce was oarried on division by 40 votes to 8. < ■ The House rose at 0.40 a.m, Thursday. August 15. The Wages Attachment Abolition Bill was further considered in corn* mil tee. •■o i l The Minister for Labour moved the House go into committee on the Asiatic and other Immigration Be* striction Bill. The question in* volved in the Bill, he said, might well be described as a very important one. It was a modified form of the Bill of last year. He did not eay that it was better. o^ ; account, oi this modification, but it coincided nwrfc with public opinion. He askedict its serious consideration and fail* criticism. After debate the motion to go into committee on the Bill was carried on the voices. Clause 1 was passed, progress was then reported and the House rose at 0.55 a.m.
