Mr CBegan's Referendum Bill was after discussion read a second time, the voting being 28 for and 14 E£ House rose at 0.85 a.m. •L_7_ Thursday, July 18. : Th6 Speaker took the chair at 2.80. •Tht Premier intimated that he woald treat Captain Russell's notice of hlOtion as one of want-of-confi-denoe, and proceed with it at once, giving the motion precedence over allotner business. He would move presently to go into Committee of Supply. Captain Russell protested against this coarse, as taking him by surprise. He was only told nine minutes before the House met, by ibe Government Whip, that this was torn done. It was a deliberate atteqapfcr to trick the Opposition into a disadvantage. At the very least the debate should be adjourned till 7.80 p.m. After further debate, the Premier moved to go into Committee of Bu-pply. Captain Russell's amendment to the motion for going into Committee of Supply is—" That the House regrets tnat in his speech to the Londofl Chamber of Commerce on 25th April, 1895, the Treasurer should haye stated that securities to the value of £8,000,000 were 'un pledged ' and available for the purpose of raising money to pay interest on the public debt of the colony, whereas the larger portion of of the £8,000,009 consisted of securities belonging to the Post Office Savings Bank, the Government Life Insurance onice, and the Public Trust office,, then lying in London under three koys, as provided in the Public Revenues Act ; and this House expresses its emphatic dissent from any such statement."
