A rescript by the Emperor of China declares that it was impossible to coatinue the war with corrupt officers and rabble troops, and implores the people to make allowances for the difficulty of the situation, which compelled the treaty with Japan. The Emperor earnestly Urges the necessity for reforms. The director of the United States mint has increased the gold output, especially of Australian gold, and disposes of the contention of supporters of silver as to the insufs ficiency of gold. An agitation is being carried on In India urging Great Britain to retald Chitral on the ground that it ia both cheaper and safer to do that than to abandon it, as is proposed. The public of Formosa have decided in favour of Tang Ching, the late Chinese Governor, who has been declared President. The Intrigues between the Coreans and Russians dishearten the Japanese, and they will effect changes in the Corcan Ministry.
