All persons, riders and vehicles having used the ferry and paid the toll shall be recrossed once same day up to 10 p.m. free. Double tolls may be charged from 10 p.m. to 5 a.m. But a passenger with one horse shall be re-crossed once on the same day after 10 p.m. on payment of . . ..10 Any vehicle with horses and driver carrying Her Majesty's mails free.
