Captain Lugard has returned from the-west- ooast of Africa. In the course of an interview he vouched for the truth of the state' .inent that the Governor of Dahomey led the French Niger expedition, and . stated that two large forces of French troops are assembled at .the lower of the river. 'Captain Luggard concluded a treaty with the chiefs of Borgu, on the Niger, without paying attention to the French claims. The French press reports that the Governor of Dahomey has completed the formal occupation of the hinterland up the Niger. The Times does not question that the French claims of British territory in the Niger involve a rnoustrous pretension, and adds that the good feeling existing between London and Paris alone prevents the Company's troops from ejecting the Frenob.
