Ifc ia understood that Japan is willing to surrender the Liao-tong Peninsula with the exception of Port Arthur, but the Great Powers are demanding the release of the whole peninsula. The British Government advice Japan to accept the latter proposal. The Russian, German and French squadrons are assembled at Ohefoo. The British and German sailors virtually occupy the treaty ports in Formosa, owing to the attitude of the » black flags."
The Japanese Minister in Fans has informed M. Hanotaux, Minister for Foreign Affairs, that Japan has renounce! her claim to the permanent possession of Liao-tong Peninsula, including Port Arthur. A communication to the Journal de St. Petersburg states that Japan, yielding to the advice of the Great Powers, has renounced the final possession of Tengtien. The reports received from New Tork that Japan is preparing for war with Russia are unconfirmed.
The Great Powers insist that China shall adequately compensate Japan for surrendering the Liao-tong Peninsula.
