It is reported in Paris that Japan is willing to renounce the territory claimed on the Continent of Asia if she is permitted to recoup herself where Russia has no interests.

The Japanese have released the steamer Yiksang and the cargo confiscated as contraband of war.

Japan has placed large orders in Europe for munitions of war, and small swift cruisers.

The Times skates that Russia will declare war if Japan remains obstinate.

Pekin officials urge that an offer should be made to pay double the indemnity instead of the cession of part of Manchuria. Others protest against giving up Formosa, and offer to contribute to a redemption fund. JJ!he Times', correspondent, confirms the ieport that the Chinese Emperor has ratified Jihe peace treaty on Thursday IM, and that negotiations are proceeding for a protest to the Powers and Japan on the basis of an outside compensation to Japan instead of territory on the mainland. The Japanese Minister in Paris declares that there is no intention to quarrel- with the Great Powers. Japan merely desires to secure a guarantee for the payment of the indemnity. As a precaution against invasion, the Chinese Government cut the embankment of .the river, near Pekin, and miles of country were, in consequence, flooded, and hundreds of people drowned. The Russian 'squadron has left Japanese waters under sealed orders.
