Why M. Casimir-Perier Resigned.

♦ The Journal de Rouen the other day published a long article by a contributor, who appears to have had an interview with M. Casimir Perier soon after his resignation. The article gives some interesting information as to the reasons Which led the late President to retire into private life. Very soon after his advent at the Elysee", he found a disposition on the part of Ministers to keep him in ignorance of what was going on. As an instance, the Min> ister of Finance caused to be printed and distributed, in the President's name, bills respecting the reform of legacy duties and intoxicating drinks, without submitting these bills to the President. One day a newspaper published an official list of decora* tions before the President knew any* thing about it. Another official de» cree was also published in advance, and this time M, Casimir-Perier flatly refused to sign it. Repeated occurences of this kind caused M. Casimir* Perier to think of resigning, as early as the month of September; and his address of resignation, which caused such a sensation when it was made known in the middle of January, was written three months before. The Temps, commenting on the Rouen paper's article, describes it as correct in the main, but adds that the reason given for M. Casimiis Perier's resignation were precisely those which he did not wish to have disclosed under presentcircumstances. Other considerations, higher than those of a personal nature, influenced the retirement of M. Casimir«Perier, who reserves the right to make them known.
