Speaking in the House of Commons Mr Campbell Bannerman, Secretary of State for the War Department, said it was his intention shortly to withdraw a battalion from Egypt, and strengthen the forces at the Cape and Mauritius, lie remarked that the croaking recently indulged in about the state of the British Army was unjustified, and he thought the best policy was to leave well alone. Sir Westby Perceval testified there was no reason why a similar institution should not be created in England. The death is announced of Lady Jervois, wife of Sir William Jervois, formerly Governor of New Zealand. Great Britain's ultimatum in regard to Nicaragua demands payment by the Nicaraguan Government of £15,000 for the expulsion of the British Vice-Consul, Mr Hatch, and insists on the appointment of a Commission to adjudge the amount of the damages to be paid to the British traders who were expelled from the Mosquito Reservation by the Nicaragnans last year. The ultimatum expires on the 15th April. The Times advices Belgium to wait five years before annexing the Congo territory, and points out that to take over the country at present would simply assist French designs.
