Money is yet to be had for the asking, always provided the security is good. Winter "will soon be upon ', us, and a severe one may be expected. In its train will come want and appeals upon the Charitable Aid ' Fund, which will have to be re* planished from the pockets of those who have. Last year when a similar trouble arose the inhabitants 6f Wellington wisely used the money that had to be found, and secured an excellent and much needed road. In thi3 Borough want of work is, , unfortunately, felt even now, and the want is likely to be more felt as 3 the season changes to winter. Would i it not be wiser for the inhabitants to i face the position in time and make arrangements ? We do not want to bring Charitable Aid into the \ matter, the longer that can be kept ( in abeyance the better, but it would i be possible to design many needed public works, and by aid of a loan, j ' have the work in hand at the time c labour will need assistance. \
We are aware that there is a feeling against raising a loan, bat year by year proof is afforded that we are acting exceedingly foolish in not obtaining one. No better time for the judicious expenditure of borrowed money could there be than at present, when labour is cheap, the expenditure would be appreciated by both labour and business men, and the settlers would be relieved from a strain upon their rates. We have, before now, pointed out how easily we could borrow from £1600 to £zOOO without hurting our neces^ sary expenditure, and we therefore think the question is one which should receive the earnest attention of our Council.
