In the French Chamber of Deputies a mild sensation was caused by a speech delivered by M. Jules Eoche regarding the army votes. He urged the Government not to stop at financial sacrifice, and pointed out that since 1887 the German military expenditure exceeded that of France by eight millions, and bad secured a permanent and effective condition of things in Germany. The danger was, he thought, that France would soon possess reserves and no soldiers. Emperor William, addressing the recruits in the army, said : — " You are bound to give up your whole life to me. Our navy is small, but stronger than others in discipline. Thus, with hope in God, shall we destroy the enemy." France has seized Nooswey Island, Madagascar. The Russian Czar has partially abolished the use of the knout, restricting it to the discretion of the country Judges. {
