The Khedive ia secretly promoting agitation in the interior of the country, and arranging to form ft Bedouin bodyguard. The Times' correspondent says the symptoms vividly recall the eventa before the massacre of 1882. The British garrison in Egypt has been strengthened. At the instance of Lord Gromer, British representative in Egypt, the Khedive has published a decree creating a special tribunal to deftl with the offences against the British soldiers and sailors.
The Council has again been ordered to reconsider the measures which they have rejected. Lord Cromer is acting in the present crisis with energy and determination.
News from West Africa reports that the natives of Abshaw beheaded the English sub-agent of the Niger Company, and captured the native clerk.
Alarming reports have reached Paris regarding the fate of Colonel Monteil's expedition in the Eong district, Africa. Some 300 of the force are said to' have been massacred, while the retreat of the survivors is barred.
News has been received that the Black Flags, captured the French Envoy in Tonquin, killing 13 of the guard. The French, in a later engagement with the pirates, lost 85 men killed and wounded.
