London. The conditions attached to the Statist's prize essay is that a scheme should be developed to maintain the integrity and strengthen the defence of the Empire. The possibility of the practical application of the scheme without any long delay will be regarded as an important element of merit. It is not desired that the essay should exceed fifteen thousand words. The Daily Chronicle states that the Triple Alliance will be renewed during the year, and it will include a special military convention. A terrible snowstorm has been experienced in the English Channel. The Ramsgate lifeboat and tug are missing. Further snowstorms have been experienced in London and the provinces. The Bamsgate lifeboat, for the safety of which fears were entertained, has turned up safely, though the crew suffered terribly during the late storm, and a number of them were frost-bitten. New Zealand long-berried wheat, 24s 9d, flat ; Adelaide wheat, 265 ; Victorian, 24s Gd, weaker. Mutton, first quality, B£d. Lamb — Average 5d ; finest, 6&d. Hemp, quiet ; 86 bales, common to middling, New Zealand, sold at £12 5s to £13 2s 6d. The regulations of the Board of Agriculture forbid steamers with live cattle touching a$ Dunkirk, or anywhere else this "Side of Suez. If they do, cattle from Australia will be prohibited from landing in England. The Gulf of Bothnia's consignment of live cattle has been sold to the French War Office. The agents have wired for a farther consignment of live stock, but this time to be sheep. Bishop Sehvyu has been offered the See of Adelaide. News has been received of a serious rising of natives against the Niger Company. Akassa, one of the principal ports of entry, has been looted.
