The Commander of Port Arthur, Admiral Ting, and nine generals have been arrested for cowardice. Early in the campaign Russia and England forbade Japan operating against Shanghai or upon Yang»tseKiang River. Recently there was cause to fear that Japan intended to break the pledges she had given upon the matter, and this was the reason of the display of the British fleet under Admiral Freemantle at Chusan. A large Russian fleet also assembled at Chefoo for the same purpose. Two Japanese armies are converging on Nieuchang, after the capture of which it is believed they will winter at Tientsin.
