The Jewish moneylenders are assisting the Russian loan in the belief that the Czar will treat their com* patriots with more kindliness than former rulers have done. The Czar has issued a manifesto granting the nobility facilities for the redemption of their land from debt, and lessening the interest they pay the Agrarian Bank by one-half percent. The Soleil says the Madagascar expedition will be Prance's last colonial war. The nation, the papers say, will not further extension, as its territory is vast enough already. There is great amazement amongst the people in St. Petersburg at the Czar and Czarina driving about without any guard. They have been welcomed everywhere with immense enthusiasm, and on passing the Roman Catholic Cathedral received the blessings of the clergy. The Czar remits fifty million roubles of taxation to the poor. It is reported in Constantinople that Russia has applied to the Sultan for a coaling station on the Bosphorus. Colonel Yanoff will have command of a Russian exploration expedition to Thibet. The Armenians residing in the Caucasus, stirred up by the horrible details of the massacre at Bitlis, are sending arms and men to assist the rebellion against Turkey.

The French War Office has formally declared that there are one hundred political spies in Paris, and demands their arrest.
