M. Bibofc, ex-French Minister, stated in the Chamber of Deputies that before the treaty was signed with Great Britain in 1890, Mr Cecil Rhodes, whom he described as an ardent and venturesome spirit, desired to seize Madagascar and was bitterly disappointed when the agreement was come to between the two nations. The Czar's wedding was celebrated in Paris by special church services. Prinoess Bismarck is dead. After an angry discussion in the Chamber of Deputies the vote for the Madagascar expedition was passed by a three fourths majority. Tne Vatican, owing to the increase of the number of Catholics, has decided to create additional Bishopricks in Australia
