The wedding of the Czarewitch and Princess Alix has been postponed, pending the arrival of guests. After the interview on Tuesday between the German Emperor and Count Von Caprivi, the latter inspired an article in the Cologne Gazette, making a vigorous onslaught on Count Von Eulenberg. The article described Count Von Eulenherg's defeat, and asserted that the Emperor and Count Von Caprivi were in perfect accord. Count Von Eulenberg, who had already decided to retire from the Government, complained to the Emperor of the offensive attack, and the latter demanded that Count Von Caprivi should at once disavow all i responsibility for the article, or withdraw it. This Count Von Caprivi refused to do, and immediately sent in hia resignation. The European newspapers, in commenting on the situation, express great regard for Count Von Caprivi, and manifest keen regret at his retirement. The Emperor William has decorated Count Von Caprivi with the Order of the Black Eagle, and presented him with the insignia set with brilliants. Count Von Eulenberg received minor decoration. Prince Hohenlohe, the new Chancellor, has decided to re-unite the offices of Imperial Chancellor and Premier of .Prussia, as was done in Prince Bismarck's time. Eeports have been received in Paris of most inhuman cruelties alleged to have been practised on convicts in the French penal settlement in Cayenne, an island near the coast of French Guiana, South America. It is stated that -warders placed prisoners on ant-hills after smearing them with molasses, and another charge is that live men were chained to the bodies of those already dead.
