# On Wednesday the above Bill was read a third time and passed in the House of Representatives, and it may fairly be assumed will soon become law, as the Council is unlikely to interfere with ifc. Under the Bill power is taken to appoint inspectors who " shall have full access, egress, and ingress to all places of business, farms, cowsheds, dairies, factories, creameries, carriages, cars, vessels, cans, and steamers used for the manufacture, storage, and carriage transit of milk, cream, cheese, or butter. He shall also have power and authority to open any keg, box, or package which contains butter or cheese for the purpose of insp cting whether or not any false description or brand is placed inside of the keg, box, or package, and he may take therefrom samples for analysis." I Besides these powers the inspector has power to " inspect any farm, cow-shed, or premises where cows are kept, or the milk of such cows is stored, and the food and water sup-
plied to cows the milk of which is sold, supplied, sent» or brought to a j dairy, factory, or creamery, or the i public." The Bill supposes that milk offerpd for sale is pure milk only, unless otherwise stated in writing. Tn ihc interpretation clause, " Dairy" means a place where the milk of cows is niarm factured into britter or cheese. " Creamery " means a place cstab lished for receiving milk for mauing butter. " Factory " means a place where butter or cheese or both is made. " Pure mili< " moans the whole of the milk 01 cows, includ ing stripping*, as drawn nfc each time of milking. " Butter-fat" iiir'ans Lhe pure fat of eow*s milk. " Pure butter " means the fattj' por tion or cream of pure mi.k solidified by churning. "Milled butter" means pure butter collected from one or more dairies or factories for the purpose of being mixed or blended and packed. " Full cream cheese " means cheese manufactured from milk, and shall contain not les3 than thirty per centum of butter-fat in such cheese. " Half skim cheese '' ! means cheese manufactured from j iniik, and shall contain not less than j twenty per centum of butter fat in 1 such cheese. " Pure skim cheese ' 1 j means cheese made from milk, and shall contain less than twenty per centum of butter fab in such cheese. I '
