Speaking at Leeds, Mr Joseph Chamberlain advocated the adoption of the elective principle with respect to the House of Lords on similar lines to the American Senate. The Welsh Land Commission reeomend that rnmppnsation be paid
for improvements, and favour a State loan in aid of freeholders, they to repay the purchase money on their holdings in a manner similar to that which prevails iii Ireland.
The Admiralty propose to man the subsidised cruisers with officers and men belonging Id the Naval
reserve, beginning with the Himalaya, Australia, Victoria, Arcadia and two Cunard liners, two White Star liners and three vessels of the Canadian Pacific Company. Eventually the proposal is to be extended to twentysix vessels.
