The A T cto York Herald says Chili has refused thb request to sell her Warships to tJhitta. The Japanese Legation at Wash ington confirms the news of the loss of the Hi-yei. It is officially denied that the generals have been negotiating for an armistice, as reported. Further reports have been received describing the deplorable condition of the Chinese army in Cdrea, Japan has concluded a treaty with Corea at the latter's request. Japan undertakes to expel the Chinese from Cdrea and maintain the integrity of the country. The treaty remains in force until the war is concluded. The rabble of the Chinese soldiery is looting Tientsin and ill-using the populace. In cous< quence of the ill succpss of Chinese array Li Hung Chang's influence is Waning. R ciuiting for the Chinese fleet is going on freely. The men show an excellent spirit, e specially the juniors. Europeans are great'y surprised at the enso and rapidity with which the ships are handled. The Japanese are mobilising troops in Corea. By the treaty with Corea, Japan promises to provide supplies of food for the Corean troops* Li Etiitig Chatig appears unable to push on either naval or military preparations with the necessary speed. China has decided on a winter campaign, and has organised a second corps of 10,000 Hainanese. Both sides keep^ap a continuous fire across the-Imjin River.
