Mr O'Regan moved the second reading of the Referendum Bill, sayiug that to Mr O'Conor, late member for the Buller, was due the crsdit of bringing this question before the

McKenzie moved an amendment " That the time has arrived when it is desirable that an import duty should be imposed on coal." After a discussion lasting several hours, in which coal or wheat import duties were condemned by several members, including supporters of the Government, the amendment was lost on the voices. The House then wenfc into Committee of Supply, and progress being reported, the House rose at 1.80 a.m.
