Municipal Conference.
The first meeting was held or Monday in the City Council Chambers. The Mayor of Wellington was in the chair. The following resolutions wen passed : — " That having in view the higl rate of interest paid hy local bodiei throughout the Colony upon thei various loans, and the* relief whicl would be afforded to the taxpayen were the Government to propound i scheme for their consolidation into i Government guarantee three and i half per cent loan, be it resolve< ths,t a committee consisting of Messr Trask, Gray, Harris, Carson and th< i mover be appointed to considf r thi ' whole question and report in tW( days."
f " That it would be advantageous for New Zealand local bodies, and i especially for the City of Wellington r (with the view to the conversion of t its loans and reduction of interest), > if the New Zealand law relating to the raising of loans of local bodies f were amended in the direction of • allowing loans to be issued in the form of registered stook loans, as ■ well as in the present form of debeni tures." ;..^\ [ The deputation to the Premiß^ obtained the following information ■ as reported in the Times : i '1 he Government intended passing i a consolidated measure dealing with local bodies this session, embodying > the amended Bill of last session and > the measure before the House two ! years ago. The Premier said that in the opinion of the Government there > should be an alteration in regard to f the municipal franchise, and, if anyr thing, it would be in the direotion of extension. In regard to the Fire Brigade Bill, the Premier said the Government had not considered the question of ' bringing in a Bill this session. There was a great many questions to be dealt with, but if the new standing orders were passed there was a 1 chance of legislation being passed in every subject possible. The fire ' brigades' question was one snr- ! rounded by a certain degree of importance. He hoped the Municipal Conference delegates would arrive at ! some sound conclusions, and be in a position to make practicable suggestions to the Government, which they ! could act upon if desirable. ■ After thanking the Premier, the deputation withdrew. i Tuesday, July 8. 1 The following resolutions were agred to :— • That a Committee be set up to consider the proposed Consolidated Bill of 1892 and the Amendment 1 Bill of the Government drawn up last year, such committee to consist of the President, and Messrs Carson Gray, Trask, Harris, Fitzherbert, ■ and the mover. That the Municipal Corporations Act provide direct for a penalty for broach of any by-law, instead of eaoh 1 by-law having to contain a penalty 1 clause. That all by-laws made before the passing of the new Bill be made valid.
