London. It is officially announced that th-3 Dutch Government has refused to pay compensation to Captain Carpenter and the ownei'3 and crew of the vessel Costa Rica Packet for the illegal seizure in Java water?. The Rev. Mr Ottley, Vicar of Eastbourne, has declined the Bishopric of Wellington. Sir W. V. Harcourt denied he had arrived at an agreement with the colonies respecting the estate duties, but stated that proposals were made which would have the effect of removing all practical difficulties. News has been received that Sir Henry Loch, now in Pretoria, is urging the British residents to preserve order. The New Zealand Loan and Mercantile Agency Company pays the outstanding debenture-interest on 2nd July. The new directors of the Loan and Mercantile Company are petitioning the Board of Trade to stop action against the old directors for the recovery of dividends paid out of capital.
