He said he was in favor of proceeding warily, and was convinced that the strengthening of the Navy was more important than a hundred Ugandas. The London cab strike still continues. The cab drivers are willing to submit their case to arbitration. Mr Balfour, in fche House of Oommons) has given notice to move that the House will support the Government in fche construction of a railway to Uganda.
