Further* rioting has taken place tit Cripple Creek lii Colorado. Many of the strikers have been killed, and a number wounded. The militia have been called out. The miners in the other States are showing an aggressive attitude. The French Government is instituting proceedings against the au* thorities of the World's Fair, Chicago, claiming the sum of J8200,---000 for damages caused to exhibits by fire. M. Poincare, formerly Minister for Education, says he considers that the first duty of the new Government will be to dispel the British delusion that France is willing to submit to her best-founded rights in the Congo being ignored. The success of M. Dupuy in his efforts to form a Cabinet is doubtful. A ukase issued by the Czar deprives the Governors and Ministers of the power of appointing or dismissing Civil servants, such power being now by this ediot reinvested with theGzar. This action has been taking owing to the favouritism which has been displayed, and has caused a mild sensation in officialdom. The police activity at present has been unequalled for many years, and some alarm has been occasioned at the daily banishment of offenders to Siberia. ■
