London. The Northumberland mine-owners and minors have formed a Conciliation Board for the settlement of disputes. In the House of Commons, Mr 6. Woods, member for Ince, moved to abolish mining royalties, which, he said, had now reached £5,000,---000 annually. Mr "A'squith, Home Secretary, said that if the proposal was adopted it .wquldjbe necessary to acquire the mines, which would involve a capital expenditure of £150,000,000. ; The motion- was rejected on division by a majority of 107 votes. It is reported that the British Government has definitely decided to retain Uganda, and that the affairs of the country will ba administered locally. A serious mutiny has broken out among the men of the Dorset regiment stationed in Belfast, as a protest against numerous parade-?. Many arrests have buen made. Sir Chas. Russell, one of the British delegates to the Behring Sea Conference, declares that the Behring Sea Fisheries Bill contains no clause permitting ships sailing prior to publication ot the regulations to engage in sealing with impunity, as is alleged by American fishermen. The House of Commons carried Sir W. V. Harcourt's motion to take away private members' day by a majority of 26 votes. The Times, in an article stated that if this motion were defeated there would be an immediate dissolution. * Mr Gordon Bennett has purchased the yacht Vigilant, and will race her at Cowes this season.
