Manawatu County Council.
The us;ial monthly mooting of the above Council was held afc Sanson, : yesterday at 11 a.m. Present — V. C. Random (chairman), Ore Taylor, Hammond, Rj'ouhoj, Wilson and Strang. The minutes of the previons meeting were read and confirmed. CORRKSPONDENOE. The following inwards correspondence was read : — From Martin Boyle, notifying that it is his intention to complete his contract on Taylor's line and will commence within 14 days from 14th inst. D. Fitzgerald, applying for further extention of time, for one month. W. K. Simpson, informing the Council that there is a large hole in the culvert by his gate and at the Railway station. He expressed surprise at teams being sent down to do the metalling at Oroua Bridge, as he thought it was unfair to the settlers. T. P. Clark, drawing attention to the almost impassable state of part of Tompkins' or Kellow's line. James Canning, applying for a culvert across a drain on Thames street. C. N. Clausen, regretting that Council were not satisfied with sleepers supplied. Land and Income Tax Department, requesting copy of resolution imposing rate before subsidy due could be paid. Same, sending voucher for 75 per cent subsidy for 1893-4 rates, £375. Baker and Cooke, requesting on behalf of Mr N. Rich, that the nuisance created by turning water on his land from opposite Mr Bottcher's property be abated. The water is causing him much damage and notify that steps will be taken to recover compensation unless the water be kept off his land. P. E. Daniel, stating he was now prepared to take out a 14 years lease of the ferry reserve. Chairman Horowhenua County, asking for valuation of the Awahou Riding in connection with the erection of a bridge at Shannon. Manawatu Road Board, agreeing to pay half of £32 15s 2d, the expenses of the bridge enquiry. The late chairman (D. Grant), emphatically denies having made any arrangements as to payment of the costs and indeed had no authority to make any such arrangements. Railway Engineer's Department, can supply you with ballast on same terms as the last lot, viz. Is per cubic yard loaded and consigned ready for lifting. Same, as the railway runs along a road and the drain (near Oroua Bridge) is not a railway drain the Commissioners cannot take responsibility of maintaining it. J. Carter, sending copy of resolution passed at a meeting at Motoa re bridge over Manawatu river. Rowe and Son, hoping that something would be done to their road. The following resolutions were passed : — Proposed by Cr Taylor, seoonded by Cr Hammond, That renewal of slaughtering licenses for the year 1894 be granted to H. V. Pickering, Feilding, Woolven and Nisbett, Feilding. Proposed by Cr Ransom, seconded by Cr Taylor, That the Overseer be instructed to place a culvert in Thames street as asked for by Mr Canning. Proposed by Or Robinson, seconded by Cr Wilson, That Fitzgerald be allowed till next Council day to finish his contract at the gorse grubbing. Proposed by Cr Taylor, seconded by Cr Hammond, That Mr Cox procure two truck loads of totara sleepers in terms of C. N. Clausen's letter. Proposed by Cr Wilson, seconded by Cr Robinson, That notice be given to the Trustees of the lessees of the ferry reserve, Lower Rangitikei, that the Council will re-enter the said premises and land and determine the lease in accordance with the terms of the lease. Proposed by Cr Taylor, seconded by Cr Hammond, That the offer of the Manawatu Road Board to pay half the sum of £82 15s 2d being expenses of recent bridge enquiry be accepted. PETITION. A petition was presented by the Chairman signed by T. W. Bull and 20 others asking that 3 chains of Severn -street be metalled. The Chairman stated the rates were very small and the length of main road to keep in repair great. He suggested that a loan be raised. Proposed by Cr Ransom, seconded ' by Cr Taylor, That the Clerk take the necessary steps to raise a loan under the Government Loans to Local Bodies Act of £200 for metalling and forming streets in the township of Campbell. The same to be a special district. The Chairman, as representative of the Council on the Hospital Board, desired to mention the position of the finances. The overdraft was £1200 occasioned by obtaining furniture, &c. The members had to give their personal bond for £800. The Chairman of the Hospital wanted to charge 5s lOd in the £1000 so as to pay off all the expenses at once, but he (the speaker)
urged the rating should only be 4s 6d as against 3s paid last year. The feeling of the Council was in favor cf the rates being fcept down as low as was possible, and that there %r seemed no necessity to pay the overdraft off at once. It was thought 43 should be sufficient. A resolution striking a rate for interest on the £1500 loan for tho Awahou Riding was agreed to. Cr Masters attended after lunch. treasurer's repobt. The Treasurer reported that the nett debit balance of the County was £140 7s Bd. Proposed by Cr Strang, seconded by Cr Robinson, That the Clerk be . instructed to write to the Government asking for the money for loan to Awahou Riding of £1500. The following tenders were received : — DOG COLLARS. W. Bullard, £4 per 100 ; W. L. Coe, 6£d each ; W. G. Bayliss, 5s per dozen; W. J. Neill. £11 for £400. COLLECTING DOG TAX. H. Hinks, £20 for right to collect ; A. W. Tomlinson, £21. METAL ON BANKS' LINE. C. Burgess, 6s 6d per yard; C. Lumsden, 5s 6d. Formation at Motoa. J. T. Wells, 6s 6d a chain ; W. Alzdorf, 20s ; J. Cottrell, 7s 6d ; A. Oldfield, 11s ; C. A. Spiers, 15s ;. J. Smith, 7s 4d ; John Anderson, 8s 4d ; A. Saunders, 5s 6d. Trimming Mt. Stewart, Halcombk Line. J. Thompson, 3s 6d a chain ; J. Anderson, 8s ; J. Bottrell, 3s 3d. Proposed by Cr Masters, seconded by Cr Wilson, That Mr Neil's tender for 400 dog collars be accepted. As an amendment it was Proposed by Cr Taylor, seconded by Cr Ransom, That the tender of W. G. Bayliss for dog collars at 5s per doz be accepted, A division was called when the Ayes were Crs Ransom and Taylor, and the Noes Crs Hammond, Robinson, Wilson, and Masters. The resolution was then put and carried. Proposed by Cr Wilson, seconded by Cr Strang, That the following tenders be accepted : — James Oottrell for reforming 100 chains Mt Stewart Halcombe Road. A. Saunders forming and stumping Saunders' Motoa Roan. C. Lumsden's for 108 yards of metal on Bank's Line provided he agrees to take it from the metal pit on Mr A. Courts' land. A. W. Tomlinson's for collecting the dog tax. J^ Proposed by Or Masters, seconded *s? by Cr Wilson, That tenders be called for m stalling about 100 chains on Mt. Bigg's road. Tenders to be in by noon on March 3rd. To be opened by special meeting on same date. Proposed by Cr Taylor, seconded by Cr Hammond, That the Awahuri School Committee have permission during the pleasure of this Council to erect a gate on Ruarura street. Proposed by Cr Masters, seconded by Cr Wilson, That all unpaid rates on March Ist be sued for without further notice. The usual accounts were passed for payment. , ... ■, The Overseer's report was read. Proposed by Cr Robinson, seconded by Cr Taylor, That tenders be called for 200 yards- of clay:: on Taikorea line for repairs. Tender* to be in on March 3rd. Proposed by Cr Hammond, -se* conded by Cr Robinson, That tenders be called for delivery* of 400 yards of gravel on Banks' line and 100 yards on Typo Awahuri road. That tenders be in by Brd of March. The Council then adjourned. ..
