The statement of the Commissioners appointed to enquire into the circumstances connected with the rioting at Lord Masham's Acton Hall Colliery, Foatherstone, England, on 7th September last hav c reported. Their statement as to th c doctrine of the English law in th
case of a riot deserves wide circulation. • They point out that- the " reading of the Riot Act " as it is popularly called does not interfere • with the riot. . " Its effect is only to make the failure of the crowd to disperse, for a whole hour after the proclamation has been rend, a felony, | and on this ground to nff"d a statutory justification for ■' a felonious assemblage risk of taking life."
