Flax.
We have frequently called attention to the delay in issuing the conditions for flax bonus, and by the following letter froni Mr Ritchie to Mr J. G. Wilson it will appear that Ministers are primarily to blame, j their frequent absence from the seat i of Government preventing the Cabinet meeting to discuss any business. It is well to know how little attentive to their duties our Ministers are. Department of Agriculture. Wellington, 20th Jan., 1894. J. G. Wilson, E=q , m.ii.b., Bulls. Dear Sir, — Yours of the Bth instant came to hand during my absence at Waveiiey. No one regrets more than I dc the time lost in the gazetting of the flax bonus, but it has been impossible to get the final approval of the Cabinet to the conditions owing to the absence of Ministers.
