Flax.

We have frequently called attention to the delay in issuing the conditions for flax bonus, and by the following letter froni Mr Ritchie to Mr J. G. Wilson it will appear that Ministers are primarily to blame, j their frequent absence from the seat i of Government preventing the Cabinet meeting to discuss any business.
