London.

Mr Gladstone received letters and telegrams from all parts of the world congratulating him on the celebration of his eighty-fourth birthday. Sir Michael Hicks-Beach has proposed a compromise in connection with the poor law clauses in the Parish Councils Bill.

" The Governmebt favour his proposition, but the Radicals oppose it. If the compromise' is "prevented by the opposition of the latter party, the Government wil f enforce the closure of the Bill by 19th January. The Unionist Party in the House of Commons agree to assist the Government in passing the Parish Councils Bill by the 19bh insfc., on the Government agreeing to modify the constitution of the Board of Guardians to limit the powers of the Parish Councils in giving land for allotments to one acre; of arable land and three of pastoral to each applicant, and otherwise protecting owners against injustice. The Radical, and some of the Conservative party are much incensed at the action of the Unionists, but the terms of the compromise will probably be observed by the majority both in the House of Commons and the House of Lords.

The House of Commons will adjourn from January 19th until 12th February. The new session will begin about 20th February. The latest advices from the Cape confirm the news of Captain Wilson's safety! but ifr'ia "believed that several days will elapse before he can reach the telegraph line.
