Manawatu County Council.

The statutory meeting of the above Council y?as held at Sanson yestertercay at noon. Present— Crs. .Ransom, Hammond, Taylor, Robinson and Masters. Mr E. G. Cox took the chair and called upon the Councillors to elect a chairman. Cr Hammond proposed, That Cr Yi C.- Ransom be chairman for the ensuing year 1 . Cr Masters seconded. Cr Hammond had much pleasure in proposing Mr Ransom. He had done his duty without fear or favour and he thought they would only be doing their ditty In electing him. He only regretted that they had been unable to remunerate him in pro^ portion to his services and he hoped they might have the power iu time. Cr Taylor said he had only been a Councillor a short time and he had tound the chairmain had always been ready to go out of his way to assist Councillors, and he agreed with Cr Hammond that it was desirable that something more should be done to show Cr Ransom the opinion they held of him. Cr Ransom thanked the Council lors. He thought that it might have been better to have taken a turn about. He would do all he could and was thankful lie had given satisfaction. He would do his best to act as he had done before, and trusted he would give the satisfaction he seemed to have done in the past. As to an increase in remuneration he did not desire it and looked upon the kind appreciation of his labours as sufficient payment. Cr Ransom then took the chair. An election was then held for two members for the Hospital Board. Proposed by Cr Robinson, seconded by Cr Hammond, That V. C. Ransom and Mr Saxon represent this district on the Hospital and Charitable Aid Boards. — Carried. The ordinary meeting was held and the minutes of the last meeting were read and confirmed. The following correspondence was read : — CORRESPONDENCE, From Palmerston North Hospital, advising the Council's right to appoint two members to the Board. H. I. M. Ross, offering dog badges at 5s per 100. J. G. Wilson, forwarding letter from Auditor-General giving his opinion on the payment of the unauthorised expenditure allowed by Public Revenue Act of last session. E. H. Beere, forwarding copy of a circular letter re extension of tram to Levin and Greatford. National Mortgage and Agency Co., giving particulars of a Champion Road Giadei which can be used either in making a new road or repairing old roads. No expert skill is required and there i3 a great saving in cost of making roads. The cost would be £15. E. Giesen, complaining of state of road. Awahnri School Committee, re use of street. Did not want to interfere with M>- Wittle's use of road but simply to allow the school children to put their horses in, and to ask that that ranger be instructed not to impound. The following resolutions were carried : — Proposed by Cr Ransom, seconded by Cr Taylor, That the clerk obtain 100 badges for dog collars for the ensuing year from H. I. M. Ross. Dunedin.

Proposed by Cr Masters, seconded by Cr Robinson, That the petition from the ratepayers on McDonell's road in the Sandon Riding to be % constituted a special rating district to be called McDonell's special district be acceded to, and that the Clerk take the necessary steps to raise a loan under the Loans to Local Bodies Act ot £200 to pay cost of laud for the purpose of a road from Mr <f # Bull's, already surveyed, and fencing one side of same. The Interest and sinking fund on the same to be collected from the said district — Carried. Proposed by Cr Masters, seconded by O'v Robinsou, That this Conncil take the necessary steps to raise a loan under the Loans to Local Bodies Act of £775 for special work in Sandon Riding, to be allocated as follows :- Sanson township, formation and metalling, £100 ; Cemetery road, metalling £100 ; Wilson-Mount Lees line, metalling, £225 ; Taylor's line, forming and metalling, £75 ; MePonell's road, forming and metalling, £275. Cr Taylor brought up the matter of a contract which had been let to Mr Boyle, the time for completion of which had expired and the contractor had not as yet even made a start. He thought the deposit ought to be forfeited. The contractor Had put the Council to a great expense. A contractor who had rome gorse to grub had broken the specifications by firing ic, whereas it was especially ordered that it was not to be burnt. He thongbt the Overseer should report these breaches. to the,. Conncil and not leave it to Oouneilioi?s. He thought contractors who ignored the contracts should for the futare be refitted permission to tender for a period. Proposed by Cr Masters, seconded by Cr Bobinson, That, the contractor for metalling on Speedy/p line be requested to go on. with his* contract, • which he was unable to- finish last season, as soou as possible.— Carried. Proposed by Cr Ransom, seconded by Cr Taylor, That Mi* Lethbridge be served with a notice to grub furze now growing on the Feilding-Hal-combe road. — Carried. Proposed by Cr Taylor, seconded by Cr Hammond, That tenders be invited for the work on River bank line as recommended in the Overseer's report.
