REJECTED BY THE LORDS. The House of Lords rejected the Home Rule Bill by 419 to 41.

' During the debate on the second reading of the Home Rule Bill the | galleries were crowded with ladies, members of the House of Commons, and ambassadors.

The Marquis of Salisbury declared the retention of Irish members at Westminster -was an enormous and grotesque outrage to England, and he taunted Lord Rosebery with taking refuge in humour to avoid expressing grave opinions. He condemned the measure as false and misleading, and the parallel instituted, with the ; colonies was wholly fallacious. The policy of the Government was a policy of despair. True policy ought to be a patient continuance of well doing, as Mr Gladstone had once argued. The Bill had, he said, been carried in the House of Commons by a majority of 88, whose members had been stamped with a criminal brand by the Parnell Commission,. He referred to the Irish members as marketable, and to the Welsh members as foreigners. Twenty-two bishops, including the priniates, . voted with the. majority. The Bishop of Kipon ; was the only bisKop.who spoke against the Bill. ' Twenty peers, in addition to 21 created by the Government, voted for ; Home Rule.
