The Niramona Pini Lands Grants Bill was read a second time.

The Roads Validation Bill and the Noxious Weeds No. 2 Bill were introduced by the Minister of Lands, and read a first time.

The Premier moved, • That for the remainder of the session Government business take precedence on Thursdays at 7.30 p.m.' He promised that opportunity would be given to consider local Bills. The motion was agreed to.

On the question of recommitting certain clauses of the Alcoholic Liquors Sab Control Bill, amendments were proposed but not agreed to.

In committee, clause 16, dealing with the reduction of the number of licenses, was amended so as to provide that in case of certain convictions under the Licensing Act being endorsed on a license, the endorsement should apply to any license afterward issued, but that the cancelling or otherwise of the license on a third endorsement within three years should be subject to the decision of the committet.

In clause 19,- bringing clubs and Bellamys within the operation of certain provisions of the Licensing

Act, the Premier moved that the worxh 'including the Parliamentary Ddllamyrij' be struck out*

This amendment was carried by 31 votes.

The regulation in clause 19 that club bars should be closed at 11 o'clock at riight, arid that clubs should be subject to the provisions of ths Licensing Act in regard to the endorsement of licenses for Sunday trading was struck out.

Clause 19 was altered a.id reads as follows : — Every club to which a charter has been or may hereafter be granted by the Colonial Secretary under section 229 of the principal Act shall, from and after the commencement of this Act, be subject to inspection by the police, and by any inspector of licensed premises, and also to the provisions of subsections 1, 8 and 4 of sections 81, and of sections 148, 149, 184 and 185 of the principal Act, and to all provisions thereof relating to the several matters in this section hereinbefore mentioned in the same manner as if such club were a licensed house, and as if the afore said charter were a publican's license under the Licensing Acts ; and in the event of any proceedings being taken, the secretary or other officer of such club shall be deemed to be the holder of such license, and should a conviction be recorded, the Clork of the Court in which the case is heard shall transmit to the Colonial Secretary a copy of such conviction. (2) No new charter shall be issued to any club by the Colonial Secretary except upon the application of not less than 50 parsons, and the recommendation of the licensing committee of the district wherein such club is situate. (8) Every charter of a club shall be subject to any determination of the electors at a poll ot such district as to no licenses being granted in the district. (4) Subsection fof the aforesaid section 229 shall henceforth be- read as if the word ' June ' had been enacted therein instead of the word ' January.'

A new clause, l*>a, providing for a second poll in the event of the determination of tho electors that no publicans' licenses should be granted, was agreed to.

A machinery clause was added, providing that if the boundaries of a district are altered the poll in force shall remain until the period for taking the next triennial poll.

The Bill was then reported from committee, and the third reading fixed for Wednesday.

The second reading of the Rating Bill was agreed to by 90 votes to 9. The House adjourned at 1.40 a.m.
