- ♦-• London. Mi* Chamberlain contended that only one quarter of the Home Rule Bill had been discussed, the rest having been dismissed ' unhouselled and unannealed.' The division on the third reading of ths Home Rule Bill will be taken ! on September Ist, and the debate in the House of Lords will begin on September 11th. An amendment prohibiting the Irish Parliament from suspending tho Habeas Corpus Act, or passing a Bill of Attainder, was rejected by a majority of 44. Another amendment, designed to protect absentee Irish landlords from differential taxation, was rejected. Mr Morley, Chief Secretary for Ireland, during the debate dwelt on thi> policy of taxing absentees recently adopted by New Zealand. Mr Gladstone said the principle was not unsound, and they must permit the li'ish to deeide for themselves how to deal with the gigantic evil that has afflicted the country for 150 years. Sir B. James' amendment, making it compulsory for the Irish Legislature to meet once a year, wa3 ac- ! cepted. Mr Parker Smith moved an amendment that the Viceroy of Ireland, instead of the Government, should summon and prorogue the Legislature. Mr Morley replied that this would rob the executive of an important power. | The Premier said the colonies possessed thi3 privilege. Mr Balfour retorted that the example of the colonies was quoted only when it suited. The Duke of Saxe-CoburgGotha is dead, aged 75. The Duke of Edinburgh took oath of accession as Duke of Saxe-Coburg-Gotha in presence of the German Emperor. It is understood that the Duke of Edinburgh will resign the Duchy to his son.
