As I am not very well versed in committee forming, no doubt you can enlighten me somewhat, and the undersigued will deem it a favour. If the householders fail to elect a committee on that day, the Board may fix another day, but all notices of such meeting shall be given as for an annual election. In case of failure to elect a committee at this second meeting, the Board may appoint, one or two Commissioners. It appears evident that the pro.ceediogs you mention are of no practical value.— Ei>.
