HOUSE OF REPRESENTATIVES.
Friday, August 18. The Speaker took the chair at 2 80 p m. The N.Z. Institute Bill, and the Betterment Bill were read a first time. The Premier moved the second reading of the Alcoholic Liquors Sale Control Bill, in a good speech detailing the particulars of the measure. Sir John Hall wanted time to consider the Bill. Messrs T. McEenzie and Fish also spoke. Sir Robert Stout said that the real point of the Bill was contained in clause 15. If that clause was passed in its present form, it would upset the whole principle of Liberalism. The majority should rule in a matter of local control, and any Liberal who voted for the three fifths majority would be giving up all claim to the title of Liberal. If the clause were allowed to remain in the Bill in, its present form, the principle would be a burning question at the next election — a question which would overshadow everything else. Messrs Fergus, Duthie, McGowan, Blake,. Taylor, Buckland, Captain Russell, Dr Newman, Messrs Reeves, Fisher, O'Connor, and Harkness, also spoke, and the Premier having replied, the second reading was agreed to on the voices, and committed. The Estimates were further considered and the House rose at 2.10 a.m.
