London. The award of the Behring Sea Arbitration Commission is wholly in favour of Great Britain on the main points. The official announcement of the Behring Sea is included in the phrase 'Pacific Osaan,' and the United States has no property in seals outside tha three-mile limit from the islands belonging to it. The Court advises that stringent regulaHons for the protection of seals should be jointly agreed upon. The Behring Commission's award limits Russia's jurisdiction in Behring Sea to cannon shot distanca from the shore. The Standard says that Great Britain has never recognised Russia's claims to jurisdiction beyond her territorial limits. The English press express pleasure at the unanimity of the award re the Behring fishery, and consider it a great triumph for the principle of arbitration. The election to fill the vacancy in the House of Commons caused by the resignation of Mr Greenfeli, M.P. for Hereford, took place on Wednesday. Mr Cooke, a Conservative, de feated Sir J. Pulley, a Home Ruler, by 1504 to 1460. The Prime Minister, replying to Mr Chamberlain, said that within three years it would be necessary for the Imperial Parliament to pass legislation to settle the Irish land question. The Times says the Unionists will force the Government to dissolve when the Lords reject the Home Rule Bill unless the measure be at once re-submitted to the House of Commons. An amendment, leaving the appointment of the Irish Land Commissioners in the hands of the Queen, was rejected. Mr J. H. Dalziel's amendment, opposing an Irish Legislative Council, was rejected by a majority of 63. In the course of | the discussion Mr Gladstone stated that a second chamber was the universal practice in the civilised world, and it acted as a check on the first chamber. He asserted that it was essential to protect a loyal minority. Mr Balfour declared that the chamber as proposed was a ludicrous sham The Welsh minors hare rejected proposed sliding scale, and they demand a2O per oant advance. They are marohing upon Rhoddda, and compelling men in the district to join in the strike. The Scotch mine owners have conceded the shilling advance. Mr Gladstone has refused to if*

The House of Commons has accepted a new clause in the Home Rue Bill proposed by Mr Morley, Chief Secretary for Ireland, prohibiting the Irish Legislature from authorising the carrying or using of arms for military purposes or the formation of societies to practise the use of arms.
