London. In the House of Commons, Mr Macartney's amendment to the Home Rule Bill, on similar lines to the lapsed one of Mr Balfour, was rejected by a majority of 40. The House of Commons, by 221 to 28, restored the betterment clause in the London County Councils Bill, struck out by the Lords. Judges Vaughan and Williams have sanctioned the reconstruction scheme of the Commercial Bank of Australia, and have deducted a sum of £10,000 for expenses. Mr Justice Williani3 ordered the transfer of the English assets to the new English, Scottish, and Australian Chartered Bank, less £6000 for expenses, but refused to vary the scheme respecting the rate of interest. H.M.S. Apollo, which has been engaged in naval manoeuvres, has not yet returned, and fears are entertained for her safety. Sir U. K. Shuttleworth, Undersecretary to the Admiralty, in reply to a question in the House of Commons, said that there had been 30 accidents to British warships since 1890, owing to incorrect charts. Lord R. Churchill has issued a powerful manifesto on behalf of the House of Lords, who are charged with the duty of fighting Home Rule on behalf of the British majority. Final arrangements are made in the House of Lords for the debate on the second reading of the Home Rule Bill. In the House of Commons, Mr Gladstone accepted the addition of a clause to the Home Rule Bill forbidding the Viceroy of Ireland to suspend the Habeas Corpus Act by proclamation. The Unionist Party in the House of Commons regard unfavourably Mr Gladstone's proposal for a joint conference to discuss the schedules of the Home Rule Bill and redistribution of the Irish seats at Westminster. Five thousand miners In Cumberland have gone out on strike. Colonel Colville and two other officers have started from Uganda to command the Soudanese. News has been received that Ernest 11., Duke of Saxe-Coburg Gotha, has suffered a fit < f apoplexy, and that his condition causes the utmost anxiety to his friends. The Duke is 75 years of age. The heir preseumptive is the Duke of Edinburgh. The Duke of C'onnaught succeeds Sir H. Evelyn Wood as commander of Aldershot District.
